NBR revenue shortfall:

NBR Revenue Shortfall Hits Tk 43,000 Crore: VAT Down 16%, What It Means for Your Business

By Khondakar Mohsin Rakib, Tax Lawyer, VATax Advisory & Co. · 30 October 2026

In short: The NBR revenue shortfall is the tax story everyone is searching for this week. According to The Business Standard (29 October 2026), the National Board of Revenue collected slightly over Tk 92,000 crore in July–September 2026 against a first-quarter target of Tk 1.35 lakh crore, a gap of about Tk 43,000 crore. VAT took the biggest hit, falling about 16% year on year. Here is why it happened and what businesses should do now.

The NBR revenue shortfall in numbers

Citing provisional NBR data, The Business Standard reports that overall revenue growth in the first quarter of FY2026-27 was under 2%, compared with about 21% in the same period last year. Some outlets put the gap at around Tk 42,000 crore; the final figure may move slightly once the NBR publishes its official numbers.

Source: The Business Standard, 29 October 2026 (provisional NBR data).

The report says the NBR chairman met field-level officials to review the deficit, and a senior official expects collections to improve in the coming months. The full-year target is Tk 6.04 lakh crore, about 45% above last year's actual collection. That leaves a very heavy load for the remaining nine months.

Why VAT collection fell

  • Slower economy: weaker sales, squeezed consumer spending and stagnant private investment. VAT follows sales, so it falls first.
  • Slow development spending: VAT deducted at source (VDS) and withholding tax on government project bills are a large source of revenue. With ADP implementation at 3.89%, those deductions shrank.
  • The quarterly return experiment: the FY2026-27 budget let businesses file and pay VAT quarterly. Some economists say this does not explain the whole gap, but it delayed cash reaching the treasury.
  • Weaker collection from large corporate taxpayers and subdued imports.

Against this background, the government issued the VAT and SD (Amendment) Ordinance, 2026 (gazetted 14 October 2026) and brought back monthly VAT returns. Read our guide: Monthly VAT return is back.

What the NBR revenue shortfall means for businesses

When collections fall far behind target, field offices usually step up monitoring to close the gap. This is our professional view, not a new government order. Be ready for:

  • closer follow-up of late or missing returns, and notices for unfiled months;
  • checks on input tax credit claims, especially Mushak 6.3 tax invoices and proof of bank payment;
  • VDS reconciliation: deductions, treasury deposits and Mushak 6.6 certificates;
  • matching of VAT sales against bank statements, EFD/SDC data and turnover in income tax returns;
  • extra attention on Large Taxpayers Unit (LTU) clients and big companies.

Businesses with clean records have little to fear. Businesses with gaps should fix them now, before a notice arrives.

What to do now after the NBR revenue shortfall: VAT compliance checklist Bangladesh

Your legal exposure under the VAT Act

Key rules under the Value Added Tax and Supplementary Duty Act, 2012 (as amended up to 2026):

TopicPosition in law
Return filing (s.64)Within 15 days after each month; 20 days for banks, insurers, government/autonomous bodies and nil returns
Input tax credit (s.46)No credit if the invoice lacks buyer and seller name, address and BIN; supplies above Tk 1 lakh must be paid through bank or MFS; claim within the same or the next 6 tax periods
Penalties (s.85)Tk 10,000 for not issuing an invoice, note or VDS certificate; 30–50% of excess credit taken; 50–100% of output tax omitted
Records (s.107)Keep for at least 5 years; ERP/VAT software records are admissible

Section 85(2A) allows relief from penalty for bona fide mistakes when the tax is paid with interest. If you find an error, correcting it yourself is the safest route.

What to do now: an 8-step checklist

  1. Confirm a return was filed for every month since July 2026. File any missing month immediately.
  2. Prepare the October 2026 return, due by 15 November 2026 for most businesses.
  3. Keep the purchase register (Mushak 6.1) and sales register (Mushak 6.2) up to date every month.
  4. Before claiming credit, check each Mushak 6.3 invoice for name, address, BIN and bank payment.
  5. Reconcile VDS deductions, treasury deposits and Mushak 6.6 certificates.
  6. Match VAT sales with bank statements and the turnover in your income tax return.
  7. Factories: keep the Mushak 4.3 input-output coefficient current.
  8. If a notice arrives, reply in writing within the time given and use your right to a hearing.

Notes for foreign investors and factories

Foreign-owned companies, Chinese investors and large manufacturers often report to head office quarterly, but Bangladesh VAT is now monthly. Make sure local month-end closing finishes before the 15th. Import-heavy businesses should check that advance tax and import VAT credits are claimed in the right tax period.

Why income tax grew, and whether it will last

While VAT fell, income tax collection rose about 16% in the first quarter. The Business Standard links much of this to the government's incentive for filing returns before the end of September, which pulled filings and payments forward. That means the growth may be hard to sustain. If you have not yet filed your return for assessment year 2026-27, filing on time and collecting your withholding (TDS) certificates matters more than ever. See our TDS and VDS rate chart 2026-27.

Six common mistakes that trigger VAT notices

  • Skipping nil returns: a registered person must file even in a month with no sales.
  • Paying large bills in cash: credit on supplies above Tk 1 lakh can be refused if not paid through a bank or MFS.
  • Wrong supplier BIN: an invoice with an incorrect or cancelled BIN does not support credit.
  • Late credit claims: credit cannot be taken after the 6-period window has passed.
  • Missing VDS certificates: without the customer's Mushak 6.6 you cannot adjust VAT they deducted.
  • Turnover mismatch between VAT and income tax returns: differences draw questions, so keep a written reconciliation.
